Payments of membership dues are deductible for most members of a trade association under Section 162 of the Internal Revenue Code as ordinary and necessary trade of business expenses. However, contributions or gifts to the organization are not deductible as charitable contributions for federal income tax purposes, since your association is a Section 501 (C) (6) non-taxable entity under the IRS Code.

The Applicant must be signatory to the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada’s Collective Bargaining Agreement.

The applicant declares they are actively engaged in the fabrication and/or erection of piping systems, and desires to adopt for the company’s own use, the Welding Procedures and other facilities and technical aids offered by the National Certified Pipe Welding Bureau (NCPWB); and hereby applies for membership.

The applicant subscribes to and agrees to aid in the accomplishment of the purposes of the National Certified Pipe Welding Bureau as stated herewith:

To engage in research and educational work that will assist the contractor in furnishing safe and dependable installations through the use of qualified welding procedures and qualified welders; to keep members of the Bureau informed of the latest scientifically proven methods and supply information and data on welding; to establish and qualify uniform procedure specifications which conform with ASME, ANSI and other nationally recognized codes for various methods of welding; to create a force of welders uniformly trained and qualified under these procedures thereby permitting the interchange of such welders between members without unnecessary individual duplication of such qualification tests; to assist the NCPWB member contractor in providing the owner with quality welding at reduced costs through use of certified welding; and to promote, develop the use, and maintain the quality of welding generally in the piping industry and agrees to aid in their accomplishments.

The applicant hereby certifies they understand the purposes of the National Bureau and the Chapter, and hereby agrees to comply with items I through V, outlined in this application and abide by any contract or agreement to which this Bureau and/or chapter is or may become a party, so long as they shall be a member of this Chapter.

The applicant hereby agrees to accept membership, if elected thereto, subject to all requirements of this Chapter respecting the payment, in advance, of all required dues, fees, and charges.

The applicant further agrees that election to membership shall not become effective until and unless they have fully complied with all the aforesaid requirements and signed the roll of membership of this Chapter.

The applicant agrees to the following rules and regulations for active membership:

  1. Responsibility
    It shall be understood and agreed that the member is responsible for the quality of welding done by their organization and will maintain within the organization, qualified personnel to accept this responsibility in the company name through supervision of all certified welding done by this organization.

  2. Supervision
    It shall be the duty of such supervisor to keep themselves familiar with all regulations of this Bureau and National, State, and Local Codes governing welding; to sign in the name of the member all procedures and certificates of qualification used in their work, and to maintain constant supervision and control of equipment and welders used in their work, to the end that all provisions specified for certified welding be observed. It is desired that their supervisor also participates in the technical functions of the local chapter of the Bureau in development of additional processes and practices to improve the art of welding, the results of which are available to all members.

  3. Equipment
    Each member shall provide for the use of their welders adequate, up-to-date welding equipment, supplies, and safety devices and maintain same in sound condition at all times.

  4. Establishment of Qualifications
    Each member shall be required to conduct an individual welder performance qualification test of at least one welder under each procedure which they propose to use. Such qualification shall be considered as remaining in effect indefinitely; however, renewal qualification is required when: (1) a welder or welding operator has not used the specific process, i.e., shielded metal-arc, gas metal-arc, submerged arc, etc., for a period of six months or more, or (2) when there is a specific reason to question the welders ability to make welds that meet the specification.

  5. Welding Procedures
    1. Each member shall receive for use in their organization the following:
    2. Copies of widely used Welding Procedure Specifications for various processes jointly developed and qualified by the National Certified Pipe Welding Bureau.
    3. Index of all available procedures.
    4. On request, the record of welder performance qualification tests, approved by the local chapter or other chapters, making it possible for a member to employ such welder on certified work without further qualification tests.
    5. On request, records of welder performance qualification tests qualified in other chapters of the National Bureau who may transfer to member’s territory and are thus eligible for employment by a member without additional qualification.
    6. Other current data, reports on new processes, methods, equipment, and materials investigated by the Bureau and considered advantageous to a member’s operations.

      It is understood that the items (1-5) are the property of the National Certified Pipe Welding Bureau. They are supplied for use by members ONLY and use by other than members is unauthorized.

  6. Membership Termination
    In consideration of the terms and conditions of this membership agreement, upon membership termination, the applicant is no longer authorized to use the NCPWB Welding Procedures.

  7. Membership
    Membership of NCPWB shall be granted or extended only on the basis of one calendar year. The applicant understands that if a local NCPWB chapter asserts jurisdiction over the territory where the applicant conducts business, their membership will be transferred from the National NCPWB Chapter to the local NCPWB chapter.
